THAT the minutes of the C O W meeting held on October 4, 2021 be adopted as printed.

THAT Committee of the Whole recommend that Council grant approval of the Site Plan Agreement Amendment to By-law No. 1988-053, further amended by By-law No. 2010-021 with Kincardine Super Storage INC. at 167 Mahood Johnston Drive (Part of Lot C, Con A), Municipality of Kincardine as per Report Planning 2021-20; AND FURTHER THAT Committee of the Whole recommend that Council authorize the Mayor and Chief Administrative Officer to execute all required documentation on behalf of the Municipality; AND FURTHER THAT this be considered as a Matters Arising at the October 13th meeting.

THAT Committee of the Whole recommend that Council of the Municipality of Kincardine grant approval of the Site Plan Agreement with 1858885 Ontario Ltd. (Pine Tree Leisure Camping) for PT LT 59-60 Con C KINCARDINE as in R114461, PT 1, 3R-1364; KINCARDINE, Municipality of Kincardine (geographic Township of Kincardine) and enter into a Site Plan Agreement with the Owners as per Report 2021-21; AND FURTHER THAT Committee of the Whole recommend that Council authorize the Mayor and Chief Administrative Officer to execute all required documentation on behalf of the Municipality; AND FURTHER THAT this be considered as a Matters Arising at the October 13th meeting.

THAT Committee of the Whole recommend that Council amend By-law No. 2010-103 being a By-law to Authorize the Signing of an Interim Development Agreement with Susan K. Pryde to exclude the property known as PT BLK 16 PL 3M183, PT 1 3R9067; Municipality of Kincardine (55 Lorne Beach Road) from the requirements of the Interim Agreement as per Report 2021-22; AND FURTHER THAT the Interim Development Agreement be removed from title on the property known as PT BLK 16 PL 3M183, PT 1 3R9067; Municipality of Kincardine (55 Lorne Beach Road); AND FURTHER THAT Committee of the Whole recommend that Council Authorize the Mayor and Chief Administrative Officer to execute all required documentation on behalf of the Municipality; AND FURTHER THAT this be considered at the October 18th Council meeting.

THAT Committee of the Whole recommend that Council defer the decision to designate the Kincardine Heritage Conservation District and adopt the Kincardine Heritage Conservation District indefinitely. THAT Committee of the Whole recommend that Council direct Staff to issue a Request for Proposal (RFP) for professional services to lead the recruitment process for the Chief Administrative Officer position as per Report CAO 2021-31; AND THAT Committee of the Whole recommend that Council create a CAO Recruitment Team to oversee the recruitment process; AND FURTHER THAT Committee of the Whole recommend that Council direct members interested in participating on the CAO Recruitment Team to submit their name to the Striking Committee for consideration by October 22, 2021; AND FURTHER THAT this be considered as a Matters Arising at the October 13th meeting.

THAT Committee of the Whole recommend that Council approve the 2022 Consolidated Rates and Fees Schedule as presented in Report Treasury-2021-24; AND FURTHER THAT this be considered as a Matters Arising at the October 13th meeting.
