Council Meeting

THAT the minutes of the Council meeting held on January 25, 2021 be adopted as printed.

THAT Council move into Committee of the Whole and upon completion return to Council.

THAT Council approve the recommendations contained in the consent agenda dated Monday, February 1, 2021 and direct staff to proceed with all necessary administrative actions.

THAT Council accept the findings of the Integrity Commissioner with respect to the disparaging statements about staff and volunteers engaged in the Summer Access project, by Councillor Dave Cuyler. AND FURTHER THAT the Council of the Municipality of Kincardine does not condone this behaviour and accept that the breach of relevant sections of the Kincardine Code of Conduct as described by the Integrity Commissioner has occurred. AND FURTHER THAT Councillor Dave Culyer be required to issue a public apology to the staff and volunteers affected at the February 8, 2021 Council meeting; AND FURTHER THAT Councillor Cuyler be assessed a financial penalty of a 30 day suspension of his renumeration and receive a strongly worded reprimand by this Council; AND FURTHER THAT if failure to issue a public apology by Councillor Cuyler occurs, Council will issue a strongly worded reprimand and will assess a 90 day renumeration suspension.

THAT the Council of the Municipality of Kincardine allow the Chief Administrative Officer, Councillor Kennedy, and Dr. Angela Cavanaugh to meet with prospective recruits in the absence of a physician recruiter as per Report CAO's- 2021 - 05.

THAT the By-law to confirm the proceedings of the Council of The Corporation of the Municipality of Kincardine of Monday, February 1, 2021 be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2021 - 015.

THAT this Council adjourn at 6:22 p.m.
