Planning Corporate Services Meeting

THAT Council move into Committee of the Whole and upon completion return to Council.

WHEREAS the Arts, Culture and Heritage Committee at their meeting of April 4, 2019 recommended that Council and Committees of Council begin each meeting with a Land Acknowledgment and that Council encourage local groups to include a Land Acknowledgment for any public event; NOW THEREFORE BE IT RESOLVED THAT Council direct Staff to consult with the First Peoples Community to prepare a brief, respectful recognition statement to be formalized and read by the Mayor and other municipal officials at Council and Committee meetings; AND FURTHER THAT Staff prepare best practices and protocols to support the introduction of the Land Acknowledgment.

THAT the “Corporate and Economic Development Strategic Plans (MDB Insight) Request for Proposal By-law” be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2019 - 110.

WHEREAS By-law No. 2013 - 161, the Municipality of Kincardine Procedure By-law, Section A5.1 outlines the day and location of Council meetings; NOW THEREFORE BE IT RESOLVED THAT Council grant an exemption to the above noted by-law to move the meeting of Monday October 21, 2019 to Wednesday October 23, 2019.

THAT Council move into closed meeting for the purpose of considering personal matters about an identifiable individual, including municipal or local board employees (Chief Administrative Officer Performance Review and Candidates for appointment to Committee of Adjustment/Property Standards) and labour relations or employee negotiations (employee negotiations), pursuant to Section 239 (2) of the Municipal Act, 2001, as amended; AND FURTHER THAT Council return to regular open meeting upon completion.

THAT the “Consolidated Committee Appointment (2019) Amendment (4) By-law” be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2019 - 111.

THAT the By-law to Confirm the proceedings of the Council of The Corporation of the Municipality of Kincardine of Monday, August 12, 2019 be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2019 - 112.

THAT this Council adjourn at 7:43 p.m.
