THAT Committee of the Whole approve the following addition to the agenda: 1. 6.5 C - Queen Street Closure

THAT the minutes of the C O W meeting held on March 15, 2021 be adopted as printed.

THAT C O W recommend Council accept recommendation as set out in report and consider as a Matter Arising from Committee of the Whole at tonight’s meeting.

THAT the resolution for the Queen St. and Harbour St. Closure passed at the Mar. 15/21 council meeting be rescinded and the following put in its place; THAT Queen St. as well as Harbour St. Remain open except for events that have been organized and meet all covid-19 compliance. (e.g. the car shows, the pipe band if allowed); THAT any event that is allowed must have the permission and meet all restrictions set out by the Grey Bruce Health Unit and provincial protocol; THAT any vendors are restricted to Victoria Park or the beach area if allowed by covid-19 restrictions; THAT any vendor must meet and supply all P.P.E. and obtain all permits needed to sell in The Municipality of Kincardine; THAT extended patios be allowed but they must have “jersey barriers” completely around the perimeter for vehicular traffic protection;. THAT extended patios must be inspected and deemed to be in compliance before they are allowed to open; THAT these structures be regulated by rules and regulations of the Highway traffic act to ensure safe standards.
