THAT the minutes of the C O W meeting held on November 2, 2020 be adopted as printed.

THAT Committee of the Whole recommend that Council approve the "Appoint a Current Member of Council to Fill a Vacancy Procedure" as presented; AND FURTHER THAT a "Council Appointment Meeting" be held as a Matter Arising.

THAT Committee of the Whole Recommend that Council approve the "Appoint an Eligible Elector to Fill a Vacancy Procedure" and direct Staff to proceed with this procedure to fill the seat left vacant by the appointment of a current member of Council to the position of Deputy Mayor; AND FURTHER THAT the committee seats be left vacant until Council is back to full compliment per Report Clerk's 2020-15.
