Council Meeting

THAT the minutes of the Council meetings held on August 7, 2019 (Council and Public Meeting) and August 12, 2019 be adopted as printed.

WHEREAS the Alcohol Risk Management Policy GG.1.6 (ARMP) designates permitted outdoor areas where alcohol may be consumed or sold; AND WHEREAS the Tiverton Agricultural Society has requested an exemption to the ARMP to allow for the sales and consumption of Alcohol in the outdoor area north of the Lion’s Hall at 61 Ross Street on September 20, 2019 between the hours of 5:00 p.m. and 11:00 p.m.; AND WHEREAS the Kincardine Police Services Board at the meeting August 14, 2019 recommended Council approve the Tiverton Agricultural Society’s request for an exemption to the ARMP; NOW THEREFORE BE IT RESOLVED THAT Council approve the exemption to Section 1.2 of the ARMP to include the outdoor area north of the Lion’s Hall at 61 Ross Street on September 20, 2019 between the hours of 5:00 p.m. and 11:00 p.m. as a permitted area for the sales and consumption of Alcohol, subject to any required municipal or Alcohol and Gaming Commission of Ontario approvals.

THAT Council move into Committee of the Whole and upon completion return to Council.

THAT Council approve the recommendations contained in the consent agenda dated Wednesday, September 4, 2019 and direct staff to proceed with all necessary administrative actions excluding: 1) Communications 8.5 k (f) The Township of Papineau-Cameron - Amalgamation and K. (i) Township of Lake of Bays - Municipal Amalgamation - motion of support at September 16, 2019 Council meeting.

THAT Sharon Chambers, Chief Administrative Officer, be appointed Acting Clerk, when it is necessary for the Clerk to leave the meeting, for the purpose of taking minutes for the September 4, 2019 Council open and closed meetings.

THAT Council move into closed meeting for the purpose of considering personal matters about an identifiable individual, including municipal or local board employees (Chief Administrative Officer Performance Review/Goal Setting), pursuant to Section 239 (2) of the Municipal Act, 2001 , as amended; AND FURTHER THAT Council return to regular open meeting upon completion.

THAT Mayor Eadie, Deputy Mayor Wilson, and Councillor Stewart be appointed to a committee to research compensation issues.

THAT the By-law to confirm the proceedings of the Council of The Corporation of the Municipality of Kincardine of September 4, 2019 be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2019 - 114

THAT this Council adjourn at 7:44 p.m.
